Obama pressures Congress to prevent student loan rate increase

President Barack Obama on Friday is publicly calling on Congress to prevent Stafford student loan interest rates from doubling this summer after pledging on the 2012 campaign trail to keep it from going into effect.

In a Rose Garden speech surrounded by college students, the president is pressuring Congress to pass an extension to keep rates on subsidized student loans from doubling from 3.4 percent to 6.8 percent. Stafford loans, which are offered to low- and middle-income students, are currently at 3.4 percent. Congress passed an extension of that rate last year, but it's set to expire July 1.

Obama had warned on the 2012 campaign trail that allowing the rate to double would cost the average student borrower $1,000 for each year of college over the life of their loan?a weighty price to pay for recent graduates and families considering whether they can afford the expense of college in a tough economic climate. Obama pledged to prevent that from happening this year.

Rep. John Kline (R-MN), chairman of the House Committee on Education and the Workforce, has offered a plan that ties rates on student loans to the interest on the 10-year Treasury rate. But the White House and many Democrats take issue with that plan because interest rates would change annually.

"While the Administration welcomed action by the House on interest rates, it unfortunately moves us in the wrong direction," the White House stated in a fact sheet released ahead of Friday's event.

Several Democrats have offered their own plans in Congress, as has the president.

Obama outlined his proposal in his budget this year. It calls for tying rates on student loans to the interest on a 10-year Treasury note. Unlike Kline's proposal, the president's plan locks in those rates for the life of the loan.

Some student loan advocates criticize the president's proposal because it doesn't provide a cap on those rates?something included in Kline's plan.

Neuroscientists discover new phase of synaptic development

May 29, 2013 ? Students preparing for final exams might want to wait before pulling an all-night cram session -- at least as far as their neurons are concerned. Carnegie Mellon University neuroscientists have discovered a new intermediate phase in neuronal development during which repeated exposure to a stimulus shrinks synapses. The findings are published in the May 8 issue of the Journal of Neuroscience.

It's well known that synapses in the brain, the connections between neurons and other cells that allow for the transmission of information, grow when they're exposed to a stimulus. New research from the lab of Carnegie Mellon Associate Professor of Biological Sciences Alison L. Barth has shown that in the short term, synapses get even stronger than previously thought, but then quickly go through a transitional phase where they weaken.

"When you think of learning, you think that it's cumulative. We thought that synapses started small and then got bigger and bigger. This isn't the case," said Barth, who also is a member of the joint Carnegie Mellon/University of Pittsburgh Center for the Neural Basis of Cognition. "Based on our data, it seems like synapses that have recently been strengthened are peculiarly vulnerable -- more stimulation can actually wipe out the effects of learning.

"Psychologists know that for long-lasting memory, spaced training -- like studying for your classes after very lecture, all semester long -- is superior to cramming all night before the exam," Barth said. "This study shows why. Right after plasticity, synapses are almost fragile -- more training during this labile phases is actually counterproductive."

Previous research from Barth's lab established the biochemical mechanisms responsible for the strengthening of synapses in the neocortex, the part of the brain responsible for thought and language, but only measured the synapses after 24 hours. In the current study, post-doctoral student Jing A. Wen investigated how the synapses developed throughout the first 24 hours of exposure to a stimulus using a specialized transgenic mouse model created by Barth. The model senses its surroundings using only one whisker, which alters its ability to sense its environment and creates a sensory imbalance that increases plasticity in the brain. Since each whisker is linked to a specific area of the cortex, researchers can easily track neuronal changes.

Wen found that during this first day of learning, synapses go through three distinct phases. In the initiation phase, synaptic plasticity is spurred on by NMDA receptors. Over the next 12 hours or so, the synapses get stronger and stronger. As the stimulus is repeated, the NDMA receptors change their function and start to weaken the synapses in what the researchers have called the labile phase. After a few hours of weakening, another receptor, mGluR5, initiates a stabilization phase during which the synapses maintain their residual strength.

Furthermore, the researchers found that they could maintain the super-activated state found at the beginning of the labile phase by stopping the stimulus altogether or by injecting a glutamate receptor antagonist drug at an optimal time point. The findings are analogous to those seen in many psychological studies that use space training to improve memory.

"While synaptic changes can be long lasting, we've found that in this initial period there are a number of different things we could play with," Barth said. "The discovery of this labile phase suggests there are ways to control learning through the manipulation of the biochemical pathways that maintain memory."

Internet Trends report shows a surge in sharing, mobile overtaking PCs

Mary Meeker's Internet Report is often considered a technology bellwether, and it's certainly living up to that reputation in the 2013 study. This year, the dominating trend is sharing: Meeker has noticed that many more of us are willing to publish our media and location data. People worldwide now share over 500 million photos a day through services like Facebook and Snapchat, while Dropcam, Soundcloud, YouTube and Waze are also growing quickly. Americans aren't leading the trend, however. An estimated 15 percent of US internet users frequently share content online, while the world average is 24 percent.

Other findings? If it wasn't evident before that mobile devices are taking over, it's quite clear now. The Internet Report shows tablet shipments overtaking PCs at the end of 2012; meanwhile, mobile internet traffic is quickly surpassing the desktop in countries like China and South Korea. Many companies are leaning heavily on mobile for their income, too. When it comes to previous Call of Duty and Battlefield titles we feel that no matter how well COD games are received, Battlefield seems to have the upper hand as far as graphics are concerned. With this in mind, we are intrigued to know if upcoming COD: Ghosts and Battlefield 4 will be on a similar level this time around, as the battle of next-gen graphics starts to heat up.

With both Activision and Electronic Arts releasing screenshots of their new games over the last week Gamepur has compiled different images from both to give us an overall comparison. The screenshots in question are set in the jungle which makes it easier to decipher which is the best, although according to reports the new COD: Ghosts title is said to be running on the next-gen, but by looking at the images this does not seem to be the case.

In addition, those who have watched the Ghosts reveal trailer will also feel that the graphics look more suited to what we would expect on a current-gen system. The Battlefield franchise stands out once again over Call of Duty as far as graphics are concerned and the differences between the screenshots show that BF4 is visually superior, (who would have guessed).

Tegan And Sara Pose For NOH8 Campaign, Vow To Remain Unwed Until All Can Marry

Canadian musical sister duo Tegan and Sara just gave us another reason to adore them.

The twins, both out lesbians, recently participated in photographer Adam Bouska's popular NOH8 campaign in support of same-sex marriage.

?Sara and I are huge fans of Adam Bouska and Jeff Parshley and what they have created with their incredibly moving, powerful and wide reaching NOH8 Campaign," Tegan told the NOH8 campaign. "We are thrilled to have been asked to be apart of it.?

The "Closer" singer then added, "Although we are Canadian, we have both vowed to remain unmarried in solidarity with the millions who don't have the same rights as us around the world. We hope that our voices (and in this case our photos) help raise awareness and assist in bringing equality to the masses."

R/Finance 2013 Review | (R news & tutorials) - R-bloggers

, and I finally feel sufficiently recovered enough to share my thoughts. The conference is a two-day whirlwind of applied quantitative finance, fantastic networking, and general geekery.

The comments below are based on my personal experience. ?If I don't comment on a seminar or presentation, it doesn't mean I didn't like it or it wasn't good; it may have been over my head or I may have been distracted with my duties as a committee member. ?All the currently available conference slides are available on the website.

Friday morning seminar:
I went to (and live-tweeted) Jeff Ryan's seminar because I wanted to learn more about how he uses mmap+indexing with options data. ?There I realized that POSIXlt components use a zero-based index because they mirror the underlying tm struct, and that?mmap+indexing files can be shared across cores and you can read them from other languages (e.g. Python).

Friday talks:
The first presentation was by keynote?Ryan Sheftel, who talked about how he uses R on his bond trading desk. ?David Ardia showed how expected returns can be estimated via the covariance matrix. ?Ronald Hochreiter gave an overview of modeling optimization via his modopt package. ?Tammer Kamel gave a live demo of the Quandl package?and said, "Quandl hopes to do to Bloomberg what Wikipedia did to Britannica."

I had the pleasure of introducing both Doug Martin, who talked about robust covariance estimation, and Giles Heywood, who discussed several ways of estimating and forecasting covariance, and proposed an "open source equity risk and backtest system" as a means of matching talent with capital.

Ruey Tsay was the next keynote, and spoke about using principal volatility components?to simplify multivariate volatility modeling. ?Alexios Ghalanos?spoke about modeling multivariate time-varying skewness and kurtosis. ?Unfortunately, I missed both Kris Boudt's and David Matteson's presentations, but I did get to see Winston Chang's live demo of Shiny.

Friday food/networking:
The two-hour conference reception at UIC was a great time to have a drink, talk with speakers, and say hello to people I had never met in person. ?Next was the (optional) dinner at The Terrace at Trump. ?Unfortunately, it was cold and windy, so we only spent 15-20 minutes on the terrace before moving inside. ?The food was fantastic, but but the conversations were even better.

Saturday talks:

I missed the first block of lightning talks. ?Samantha Azzarello?discussed her work with Blu Putnam, which used a dynamic linear model to evaluate the Fed's performance vis-a-vis the Taylor Rule. ?Jiahan Li used constrained least squares on 4 economic fundamentals to forecast foreign exchange rates. ?Thomas Harte talked about regulatory requirements of foreign exchange pricing (and wins the award for most slides, 270); basically documentation is important, Sweave to the rescue!Sanjiv Das gave a keynote on 4 applications: 1) network analysis on SEC and FDIC filings to determine banks that pose systematic risk, 2) determining which home mortgage modification is optimal, 3) portfolio optimization with mental accounting, 4) venture capital communities.Attilio Meucci gave his keynote on visualizing advanced risk management and portfolio optimization. ?Immediately following, Brian Peterson gave a lightning on implementing Meucci's work in R (Attilio works in Matlab), which was part of a Google Summer of Code project last year.Thomas Hanson?presented his work with Don Chance (and others) on computational issues in estimating the volatility smile. ?Jeffrey Ryan?showed how to manipulate options data in R with the?greeks package.

The conference wrapped up by giving away three books, generously donated by Springer, to three random people who submitted feedback surveys. ?I performed the random drawing live on stage, using my patent-pending TUMC method (I tossed the papers up in the air).

The committee also presented the awards for best papers. ?The winners were:?

  • Regime switches in volatility and correlation of ?nancial institutions, Boudt et. al.
  • A Bayesian interpretation of the Federal Reserve's dual mandate and the Taylor Rule, Putnam & Azzarello
  • Nonparametric Estimation of Stationarity and Change Points in Finance, Matteson et. al.
  • Estimating High Dimensional Covariance Matrix Using a Factor Model, Sun (best student paper)

Saturday food/networking:

The whirlwind came to a close at Jaks Tap. ?I was finally able to ask speed-obsessed Matthew Dowle about potential implementations of a multi-type xts object (a Google Summer of Code project this year). ? ?I also spoke to a few people about how to add options strategy backtesting to quantstrat.

Texas legislature passes tax cuts for businesses

AUSTIN, Texas (Reuters) - Texas lawmakers sent Governor Rick Perry more than $1 billion in proposed business tax cuts shortly before the end of the biennial legislative session on Monday.

The tax-cut package - the final piece of which was approved by the House and Senate late on Sunday - includes an extension of a business franchise tax exemption for small businesses and a rate cut for businesses of all sizes.

The Republican-majority legislature also approved about $300 million in electricity rebates.

Perry, a Republican, had called on lawmakers to pass tax relief for businesses. Thirty-five states are taking up tax reform in their current legislative sessions, according to a recent survey by the National Conference of State Legislatures.

Texas' franchise tax legislation removes inequities and lowers the tax rate for more than 800,000 businesses, according to Lieutenant Governor David Dewhurst, a Republican.

Passing the proposal "sends a clear message that we are committed to sustaining the country's best climate for job creation and economic growth here in Texas," Dewhurst said.

Dick Lavine, a senior fiscal analyst at the Center for Public Policy Priorities, criticized the tax cuts, in particular a sales tax exemption for businesses buying equipment for research and development.

"As always, it didn't matter what the question was. The answer was, ?Let's cut taxes,'" said Lavine, whose organization advocates for low-income Texans. "It's well known that the best return on investment comes from pre-kindergarten through higher education. Who's going to be doing the research and development if we don't train our students?"

The biennial legislative session that began in January had a decidedly different tone than two years ago, when lawmakers faced a budget crunch and slashed spending.

This year, as the legislature convened, the state comptroller announced that lawmakers would have more revenue to spend than they did in the previous cycle thanks to higher-than-expected tax collections boosted by economic growth.

Texas lawmakers this year passed a two-year budget that restores cuts made to schools in 2011.

They also decided to ask voters this fall to approve $2 billion from the state's rainy-day fund to pay for a loan program for water infrastructure and reduced the number of standardized tests students would have to pass to graduate from high school.

"Texas is significantly closer to having the water supply needed to respond to severe droughts and to encourage private-sector growth," House Speaker Joe Straus said on Monday. "In addition, educators will have the flexibility needed to prepare every student for success while spending less time on standardized tests."

The legislature did not pass a proposal pushed by Perry to ban late-term abortions, and conservative lawmakers are asking the governor to add that and other anti-abortion measures to the agenda if he calls a special session.

Perry has not said whether he will bring lawmakers into a special session, but speculation swirled at the Capitol on Monday about whether he might do so, perhaps to address redistricting.

The governor had called for the legislature to pass measures requiring drug tests for applicants for unemployment benefits - which lawmakers did pass - and for welfare, which they did not.

Lawmakers sent the governor a bill that says students and teachers are allowed to say "Merry Christmas" and "Happy Hanukkah." They also sent him a sweet piece of legislation - a proposal to make the pecan pie the state pie of Texas.

For India, it may be China everywhere in Tokyo

The Dragon is likely to be a prominent discussion topic, as PM begins his three-day Japan [ Images ] visit, reports Shyamal Majumdar?

The 40-minute drive from the?Haneda?International Airport to Hotel Imperial at?Marunouchi?in downtown?Tokyo?was possibly the only time for relaxation that Prime Minister?Manmohan Singh [ Images ]?would have over the next two days. For, his programme in Japan is jam packed -- from several sessions with Japanese businessmen to the summit meeting and private dinner with his counterpart,?Shinzo Abe [ Images ], to calling on the Japanese Emperor. He will also address the rather grandiosely titled, Japan-India?Parliamentary Friendship league and Friendship Exchange Council.

But it is certain that Singh would have to contend with?China everywhere -- even in Tokyo, as many (some in the government, too) are talking in hushed tones about India adopting a go-slow on deepening its relations with Japan, so as not to offend China or deviate from its China-first policy. Sheer economic logic justifies India?s stand: After all, while China is talking about a $100 billion bilateral trade with India by 2015, India and Japan are pushing for an ?ambitious? $24 billion two-way trade within the same timeframe. In fact, in 2011-12, Indo-Japan bilateral trade grew 29 per cent to reach $18.5 billion but came down to $17.5 billion in the next year.

The prime minister?s image managers know the constant comparison with China is inevitable and that explains why top government functionaries took great pains to explain that diplomacy is a ?multi-player game operating at different levels at the same time?.

?No one relationship can be a hostage to others. Every country is trying to find a new equilibrium. That explains China?s outreach programme, Russia [ Images ] selling nuclear reactors to Bangladesh, etc. For us, our relationship with China has nothing to do with that with Japan,? a senior government official said on board Air India [ Images ] One during the almost eight-hour flight from New Delhi [ Images ] to Tokyo.

Some observers, however, said China was bound to figure quite prominently when the two premiers meet. Both countries have had their individual military face-offs with China on their respective boundary issues recently -- Japan over the Senkaku islands and India over the Chinese incursion in the Depsang Valley of Ladakh

But government officials said instead of the past, what is important is to look at the future. Shortly after arriving in Tokyo, Singh roughly said the same thing: that there is an enormous potential for further enriching India?s relationship with Japan.

The menu on the table to achieve that enrichment is impressive indeed. Japan and India, both pressured by China's territorial claims, are expected to increase bilateral ties through more defence cooperation, more private-sector investment and a new joint push on nuclear energy that would allow Japan to export reactors and civilian nuclear technology to India. And Abe is undoubtedly India?s best hope for making some tangible progress on this. Many of Singh?s men pointed out it was Abe who once described India as having the largest potential for development of any bilateral relations anywhere in the world.

Though an agreement on civil nuclear cooperation is also high on the agenda, government officials said it may be too ambitious to expect that to be sealed during this visit itself. ?We are expecting substantial progress on this,? they added. Japan has already announced that it remains committed to civil nuclear cooperation with India even though negotiations between the two countries have remained stalled since the disaster in Fukushima in 2011.

Japan is expected to pledge more economic cooperation through participation in India's infrastructure projects and steps to encourage Japanese investments. India is already the single largest recipient of Overseas Development Assistance from Japan, though the result remains well below its potential. The mounting trade deficit and market access for Indian agricultural, marine products and pharmaceuticals are also expected to figure in the Singh-Abe talks.

The two countries, officials said, have already made substantial progress in security cooperation which includes building naval capacity through port calls, naval and coast guard exchanges, joint naval and coast guard exercises, and greater cooperation in information sharing and technical assistance; the protection of sea lines of communication and anti-piracy efforts in the Gulf of Aden; and extending patrol boats and capacity building training to the littoral states in the Strait of Malacca. (AP) ? A fire that broke out aboard a Royal Caribbean ship Monday did enough damage that the rest of the cruise was canceled and the company said the more than 2,200 passengers will be flown from the Bahamas back to Baltimore where the trip began.

The fire that began at 2:50 a.m. Monday was extinguished about two hours later with no injuries reported. A cause wasn't immediately known. The Grandeur of the Seas, which left Baltimore on Friday, never lost power and was able to sail into port in Freeport, Bahamas, Monday afternoon. It had been planned to be a seven-night cruise.

Royal Caribbean said on its website and through social media that executives met with passengers in port and that the cruise line is arranging flights for all 2,224 guests on Tuesday. It said passengers will receive a full refund of their fare and a certificate for a future cruise.

Aboard ship early Monday, the captain announced that passengers needed to go to their muster stations, rousing Mark J. Ormesher from his stateroom. Ormesher said in an email to The Associated Press that immediately after the announcement, his room attendant knocked on the door and told him and his girlfriend to grab their flotation devices. The attendant said it wasn't a drill.

Ormesher, a native of England, who lives in Manassas, Va., said he and his girlfriend smelled acrid smoke as they went to their muster station, the ship's casino. The crew quickly provided instruction.

"This encouraged calm amongst the passengers," he said. Passengers were required to remain at their stations for four hours, he said, and the captain "provided us as much information as we needed to stay safe."

Ormesher, who is 25 and on his first cruise, said the air conditioner had been shut off, and as the hours passed and the ship got hot, bottled water was distributed. The crew and passengers remained calm, and helped those who needed it. Crying babies were given formula and held while their parents used the bathrooms.

In Freeport, Bahamas, passenger Andrea Sanders of Washington, D.C., said she slept on the deck with hundreds of other passengers as smoke billowed out of the stern of the ship. "I was terrified with it being my first cruise," Sanders told The Freeport News as she ate lunch in port.

Royal Caribbean said all guests and 796 crew were safe and accounted for. Royal Caribbean spokeswoman Cynthia Martinez said in an email that the company was arranging 11 different charter flights for passengers. Photos show a substantial area of the stern burned on several decks of the ship the length of about three football fields.

The company in a statement on its website said it is "deeply sorry for this unexpected development in our guests' vacation. We understand that this may have been a very stressful time for them. We appreciate their patience and cooperation in dealing with this unfortunate situation."

Carnival Corp. also had trouble with fire aboard ship earlier this year.

The 900-foot Triumph was disabled during a February cruise by an engine room fire in the Gulf of Mexico, leaving thousands of passengers to endure cold food, unsanitary conditions and power outages while the ship was towed to Mobile, Ala. It remained there for repairs until early May when it headed back to sea under its own power .

On the Grandeur, after passengers were allowed to leave their stations, Ormesher said he saw water on the outside of deck 5 and in the hallways. The mooring lines were destroyed he said; crew members brought new lines from storage.

The damage at the rear of the ship "looks bad," Ormesher said; burned out equipment was visible.

Magnus Alnebeck, general manager of the Pelican Bay Hotel, said his staff was asked to hold rooms for passengers, although it was not yet clear how many would stay there.

The ship will stay docked in Freeport at least overnight. The National Transportation Safety Board said in a tweet that it will join the U.S. Coast Guard in investigating the fire.

Martinez said in a news release that a cruise set aboard the Grandeur of the Seas for May 31 has been canceled so the ship can be repaired.

Golson suspended for poor academic judgment

SOUTH BEND, Ind. (AP) ? Everett Golson is out for at least the fall semester at Notre Dame, saying he has been suspended by the university for what he called poor academic judgment.

"I take full responsibility for my poor choices and will do all that is asked of me to regain the trust of my family, friends, teammates, coaches and the entire Notre Dame community," he wrote in a letter released Sunday by the university.

Golson was officially no longer enrolled at Notre Dame as of Friday, university spokesman Dennis Brown said Saturday night.

Golson helped the Irish go 12-0 during the regular season last year, regain the No. 1 ranking for the first time in nearly two decades and get to the national title game against Alabama in January. Coach Brian Kelly was counting on him to play an even bigger role in 2013 after his play steadily improved throughout last season.

Golson did not specify what he did to get suspended, and wrote that he understands his integrity could be in question.

"But I want to reassure my supporters that through this experience I will return a better student athlete as well as a better individual," he said.

He said he chose to attend Notre Dame because of its mission to develop him both on and off the field.

"My parents and the community I grew up in have instilled values in me that have and will continue to allow me to be successful in the future. There have been many lessons learned as I worked to become the starting quarterback at Notre Dame and each was a result of Coach Kelly's belief in me as an athlete and a person," he wrote.

He also thanked the university for the opportunity it already has given him and the opportunity to retain his eligibility in January.

"At this point, I understand how my integrity could be in question but I want to reassure my supporters that through this experience I will return a better student athlete as well as a better individual," Golson said. "Lastly, I want to thank the University of Notre Dame for the opportunity already granted and also the opportunity going forth to regain my eligibility in the winter of 2014."

Golson did not respond to telephone or text messages left by The Associated Press.

Athletic Director Jack Swarbrick declined to elaborate on Golson's situation earlier in the day. Brown said the university would have nothing to add to Golson's statement.

Golson's abrupt exit leaves the Irish unsettled at a position they were hoping would be a strength in 2013. The most likely replacement is Tommy Rees, the 2011 starter who played key roles in four victories last season when Golson either struggled or was injured.

Golson completed 58.8 percent of his passes last year for 2,405 yards with 12 touchdown passes and six interceptions. He also ran for 298 yards and team-high six touchdowns.

Notre Dame also has Tommy Hendrix, a senior with no starts, and freshman Malik Zaire at quarterback.

So now quarterback is question mark for the Irish and Golson's future with Notre Dame is uncertain.

One thing is clear: The good feelings in South Bend produced by the best Notre Dame football season in more than two decades have been muted by everything that has come after 12-0.

It started with an embarrassing 42-14 loss against Alabama in the BCS title game, when the Crimson Tide scored on their first three possessions and jumped to a 35-0 lead.

That was quickly followed by news Kelly had interviewed for the vacant Philadelphia Eagles job the day after the BCS game.

Then the bizarre.

Part Manti Te'o's inspirational story turned out to be the result of an elaborate hoax. The dead girlfriend that supposedly inspired throughout his Heisman Trophy run did not exist. He had been duped and embarrassed.

Since then, it's been a series of smaller setbacks.

In March, Kelly announced Gunner Kiel, one of the top-rated quarterbacks coming out of high school a year ago, was leaving before even trying to challenge Golson for the starter's job during spring practice. Kiel transferred to Cincinnati.

NCAA rules would permit Kiel to return, but texted "I'm a Bearcat" to The (Cincinnati) Enquirer.

Then came reports that standout defensive lineman Eddie Vanderdoes from Auburn, Calif., a five-star recruit who signed a letter of intent in February with Notre Dame, was having second thoughts about playing for the Irish.

Though none of those problems will affect the Irish this season like not having Golson.

Myanmar's Suu Kyi slams 2-child limit for Muslims

YANGON, Myanmar (AP) ? Opposition leader Aung San Suu Kyi, rights groups and Islamic leaders expressed dismay Monday over plans by authorities in western Myanmar to revive a two-child limit on Muslim Rohingya families, a policy that does not apply to Buddhists and comes amid accusations of ethnic cleansing.

Over the weekend, authorities in strife-torn Rakhine state said they were restoring a measure imposed during past military rule that banned Rohingya families from having more than two children. Details about the policy and how it will be enforced have not been released, sparking calls for clarity and concerns of more discrimination against a group the U.N. calls one of the world's most persecuted people.

"If true, this is against the law," said Suu Kyi, the opposition leader and Nobel Peace Prize laureate. Suu Kyi has faced criticism for failing to defend the Rohingya following two waves of deadly sectarian violence last year. She told reporters she had not heard details of the latest measure but, if it exists, "It is discriminatory and also violates human rights."

The policy applies to two Rakhine townships that border Bangladesh and have the highest Muslim populations in the state. The townships, Buthidaung and Maungdaw, are about 95 percent Muslim.

The order makes Myanmar perhaps the only country in the world to level such a restriction against a particular religious group, and is likely to bring further criticism that Muslims are being discriminated against in the Buddhist-majority country.

China has a one-child policy, but it is not based on religion and exceptions apply to minority ethnic groups. India briefly practiced forced sterilization of men in a bid to control the population in the mid-1970s when civil liberties were suspended during a period of emergency rule, but a nationwide outcry quickly shut down the program.

For years, the Rohingya in Myanmar have faced a variety of heavy-handed restrictions. They needed permission to travel outside their villages, couples were required to have permission to marry, and were then limited to having two children. Any offspring that exceeded the regulation were "blacklisted" and refused birth registrations, and denied the right to attend school, travel and marry, according to a report by the Arakan Project, a Thailand-based advocacy group for the Rohingya.

Longstanding hatred toward the Rohingya erupted last year into mob violence in which Rakhine Buddhists armed with machetes razed thousands of Muslim homes, leaving hundreds of people dead and forcing 125,000 to flee, mostly Muslims. The New York-based group Human Rights Watch has accused the government and security forces in Rakhine of fomenting an organized campaign of "ethnic cleansing" against the Rohingya.

Since the violence, the religious unrest has expanded into a campaign against Muslim communities in other areas, posing a serious challenge to President Thein Sein's reformist government as it attempts to implement democratic reforms after nearly half a century of harsh military rule.

Rakhine state spokesman Win Myaing said over the weekend the policy was meant to stem population growth in the Muslim community, which a government-appointed commission last month identified as one of the causes of the sectarian violence. He said authorities have not determined how the measure will be enforced, but it will be mandatory.

Phil Robertson of Human Rights Watch called the development "outrageous," noting that the commission's report stated that any form of population control must be "voluntary" and conform to human rights standards.

"When one ethnic group starts talking about birth control for another group, it's quite chilling," he said. "This is a step precisely in the wrong direction ? going exactly the wrong direction from reconciliation and respect for human rights."

Robertson expressed concern that the state government was trying to formalize what was previously more of a de facto practice.

"Now there is a movement to codify this by the state government," he said. "They're deepening the commitment of the government in these policies. It is a major step."

The government has not made any statement about the two-child policy since Rakhine state authorities quietly enacted the measure a week ago. Calls seeking comment from government spokesmen have not been returned.

Although Muslims are the majority in the two townships in which the policy applies, they account for only about 4 percent of Myanmar's roughly 60 million people.

Myanmar's government does not include the Rohingya as one of its 135 recognized ethnic minorities. It considers them to be illegal immigrants from Bangladesh and denies them citizenship. Bangladesh says the Rohingya have been living in Myanmar for centuries and should be recognized there as citizens.

"This restriction violates human rights," said Nyunt Maung Shein, head of Myanmar's Islamic Religious Affairs Council. "Even if it existed under the military regime, it should be considered inappropriate under the democratic system."

He cautioned that the measure could backfire and inflame already tense relations in Rakhine state.

"The authorities should be very cautious," he said. "If this is a step to ease tension between the communities, it will not produce the desired effect."

Protein preps cells to survive stress of cancer growth and chemotherapy

Scientists have uncovered a survival mechanism that occurs in breast cells that have just turned premalignant-cells on the cusp between normalcy and cancers-which may lead to new methods of stopping tumors.

In their Molecular Cell study, the Salk Institute researchers report that a protein known as transforming growth factor beta (TGF-?), considered a tumor suppressor in early cancer development, can actually promote cancer once a cell drifts into a pre-cancerous state.

The discovery-a surprise to the investigators-raises the tantalizing possibility that, with novel treatment, some cancers might be prevented before they even develop.

"Our work suggests it might be possible to halt cancer development in premalignant cells-those that are just a few divisions away from being normal," says the study's lead author, Fernando Lopez-Diaz, a researcher in the Regulatory Biology Laboratory at Salk.

Agents designed to inhibit TGF-? are already being tested against cancers that have already spread, says Beverly M. Emerson, a Salk professor, head of the lab and the study's senior author. "This study offers both significant insights into early cancer development and a new direction to explore in cancer treatment," she says. "It would be fantastic if a single agent could shut down both advanced cancer and cancer that is primed to develop."

Oncologists might also be able to use their discovery to predict whether premalignant cells in a patient are destined to become full-fledged cancer, Emerson adds. "Not all premalignant cells morph into cancer," she says. "Many self-destruct due to cellular protective mechanisms. But some will become tumors and, at this point, there is no way to predict which of these cells are a risk."

The two faces of TGF-?

TGF-? molecules are secreted proteins found in most human tissues. They play a number of different biological roles, including controlling cell proliferation and inflammation and assisting in wound healing.

The prevailing dogma in cancer research is that TGF-? signaling keep cells from morphing into cancer, says Lopez-Diaz. Scientists also recognized that cancer cells that "want" to spread learn how to use TGF-? wound-healing function to break from a tumor, he says.

Another protein, P53 is a known tumor suppressor. During the stress response that occurs as a cell becomes cancerous, and in response to chemotherapy, p53 attempts to repair DNA damage that has occurred, and, if not successful, p53 orders the cell to die. "The p53 pathway must be sabotaged for cells to become cancerous," Lopez-Diaz says. "This happens when its gene becomes mutated, if the p53 protein is exaggeratedly degraded or, less appreciated, if p53 biosynthesis is impeded."

The researchers conducted this study to learn exactly how p53 and TGF-? interact in cancer development. "For the past decade, everyone has believed that these two pathways work together in normal and premalignant cells to stop cancer, even though there was not much data to support this assumption," he says.

The team examined premalignant as well as cancer cells from breast and lung tumors and matched normal and premalignant breast cells from healthy women provided by scientists at the University of California San Francisco.

But no matter how many different ways they did their experiments, the Salk researchers found that TGF-? can interfere with cells' damage responses in premalignant or cancer cells.

In fact, they found that TGF-? halts both the transcription of the p53 gene-the process by which cellular machinery reads the DNA code for a gene-and the subsequent process by which the corresponding p53 protein is produced, known as translation.

This could explain why, in about half of the breast tumors, including premalignant lesions, that the team studied at both UC San Francisco and at Sanford Burnham Medical Research Institute, when TGF-?1 signaling was highly activated, the levels of p53 were reduced, and vice versa-if the TGF-?1 pathway was reduced, there were high levels of p53. " A similar trend was seen with PUMA, a protein which induces cell death," Fernando Lopez-Diaz adds. "There was rather abundant PUMA protein when little TGF-?1 activation existed and vice versa."

"The bad face of TGF-? emerged within just a few cell divisions away from normality, allowing cells to avoid death," he says.

Filling in the cancer puzzle

This newfound immortality explains many oncologic mysteries, Lopez-Diaz says. "One is that it sheds light on how premalignant and early cancer cells are able to withstand the assault of chemotherapy and other treatments," he says.

It may explain why 77 percent of breast cancers have a normal p53 gene, and it further suggests a way that cancer cells can use both to metastasize and survive the journey to organs where they set up a new home.

"Because it helps cells avoid death, TGF-? can reduce the negative impact that the metastatic process has in the cancer cells," Lopez-Diaz says.

He adds that there is much work yet to do. "We want to understand the signals that turn TGF-? into a bad guy," he says. "If we know that, we might be able to inhibit those signals, and force damaged cells to die, as they should. That may offer us another treatment possibility, along with TGF-? inhibitors now being tested."

Can you believe we've had the Xbox 360 since 2005? As a child of the two- or three-year console cycle, a system still going strong after eight seems inconceivable. Finally, it's being put out to pasture -- somewhat unceremoniously. The Xbox One is its successor and, with no backwards compatibility for disc-based or downloaded games, those looking to make the leap to the next generation in the fall will already want to start weaning themselves from Microsoft's current wunderconsole. It'll make it easier for both of you when it comes time to unplug it.

And you probably will want to unplug it and make the upgrade, though to be fair there's plenty to be cynical about with the Xbox One. So, I'll get that out of the way first, starting with the name. Microsoft is trying to send the message that the new Xbox is the only device you'll need to control your living room. That may be, but One? HTC, of course, called its latest flagship the One, but that was a case of a company distancing itself from previous, complicated naming schemes and going with something simpler. Here, there have been only previous generations of the Xbox. Calling the third one the "One" is simply confusing. Still, it beats "Xbox Foo," which is what Microsoft's initial press release mentioned. Someone, it seems, got the memo on the official name a little too late.

West Bank and romance prominent in 'Omar'

CANNES, France (AP) ? One of the more buzzed-about films at the Cannes Film Festival, "Omar," is set in the West Bank, and the Palestinian conflict is a key part of the plot.

But the film's lead actor, Adam Bakri, says the location or political motif isn't that important.

"The fact is that it is an international story, it happens in the West Bank but it doesn't even say in the film that it happens in the West Bank," he explained.

"So everybody can identify with it. Everybody can really go with it. I think it has a very strong political message but it is underneath, it is not straightforward, which I think is the genius of the film."

"Omar," which is being shown in the "A Certain Regard" section of Cannes, is directed by Hany Abu-Assad, director of the 2005 film "Paradise Now," which won earned him an Oscar nomination and a Golden Globe for best foreign film.

In his latest film, the Israeli-born director of Palestinian descent uses the political upheaval between Palestinians and Israel as the backdrop to a love story between characters Omar and Nadia. Omar must climb the separation wall between the Palestinian territories and Israel to see his love, and during one attempt, he is brutally attacked by an Israeli soldier. Afterward, he and his friends band together to kill an Israeli soldier in revenge, and the plot takes more twists.

Despite the political threads in the film, Abu-Assad said the film's romantic plot is the key component.

"I don't know anybody in this world who didn't enter the experience of being madly in love with someone. Me too. And I am always fascinated by how people lose themselves in this subject and how they become insecure. Actual insecurity is the reason why people are in love, but also why this love ends up very badly," he said.

"All love stories in history end up tragic, 'Romeo and Juliet,' 'Othello,' but also like in our modern history, 'Casablanca,' even the 'Titanic' you know, it is a tragic ending. 'In the Mood for Love,' that is a great love story," Abu-Assad continued. "All of these examples gave me the inspiration to do something about my version of love and betrayal but involved in a political thriller because I love political thrillers. These two genres I tried to mix in a way that could become an exceptional movie."

American-born actor Waleed F. Zuaiter is among the actors in "Omar" and also helped Abu-Assad get financing for the film. Abu-Assad has said it is the first film to be completely financed by Palestinians.

"I jumped into it head first, asked as many questions as I possibly could to learn things on the producer's side, and here we are," Zuaiter said.

U.N. report stokes concern over Iran's nuclear program: EU

BRUSSELS (Reuters) - Iran's expansion of sensitive nuclear activity breaks United Nations resolutions and increases concerns about whether its nuclear program is entirely peaceful, the European Union said on Thursday.

A U.N. nuclear agency report released on Wednesday showed Iran was expanding nuclear activities, in clear violation of resolutions of both the U.N. Security Council and of the board of the world body's International Atomic Energy Agency (IAEA), the EU said.

It "further aggravates existing concerns on the exclusively peaceful nature of the Iranian nuclear program", a spokesman for EU foreign policy chief Catherine Ashton said.

Critics say Iran is trying to achieve the capability to make atomic arms. Iran denies this, saying it needs nuclear power for energy generation and medical purposes.

The EU spokesman said Iran had continued to refuse to cooperate with the IAEA in its efforts to resolve outstanding issues, including those pointing to possible military dimensions to the Iranian nuclear program.

"It thereby violates the requirements contained in the IAEA board resolution adopted on 13 September 2012, which calls on Iran to step up cooperation with the IAEA," he said.

Ashton represents six world powers in long-running negotiations with Iran over its nuclear program.

The latest IAEA report said Iran is pressing on with construction of a research reactor that Western experts say could eventually produce plutonium for a nuclear weapon if Tehran decides to make one.

It said Iran had added to its capacity to refine uranium, which can also provide the fissile core of a bomb if enriched to a high level.

I?m sure Kanye was thrilled to be a part of the actual invitation, I mean it gave him another opportunity to lay down a new version of an old track so technically that?s work, right? We know Kanye is married to his work, so much so that it has caused him to stay in Paris throughout much of his baby mama?s pregnancy. I think by now we can all pretty much agree that Kim is a glorified baby mama, can?t we? She herself admits that they lead completely different lives and Kanye has clearly moved on emotionally from his once perfect bitch.

Kanye is expected to make an appearance at Kim?s shower and he?s probably viewing it as an obligatory thing rather than an occasion that he wants to share with Kim. Hell, he probably looks at that music box and wishes she still resembled that spinning ballerina rather than a hugely pregnant woman that is going to have one heck of a battle whipping herself back into shape! Guaranteed Kanye will make that appearance on June 2nd, probably cut out early and be back on an international flight before the weekend is over!
